In response to the Trump Administration’s imposing an additional 50% tariff on Chinese imports, China has taken a series of countermeasures:
Imposed a 50% retaliatory tariff on selected U.S. goods in proportion to the U.S. tariff escalation;
The Ministry of Commerce has included a number of U.S. companies on both the Unreliable Entity List and the Export Control List, restricting their trade, investment, and export activities involving China.
Announcement of the Customs Tariff Commission of the State Council on Adjusting Tariff Measures on Imports Originating from the United States

On April 8, 2025, the U.S. government announced an increase in the so-called "reciprocal tariff" rate on Chinese exports to the United States from 34% to 84%. This escalation of tariffs against China is a repeated mistake by the U.S. side, which severely infringes upon China's legitimate rights and interests and seriously undermines the rules-based multilateral trading system.
In accordance with the Customs Law of the People's Republic of China, the Foreign Trade Law of the People's Republic of China, the Tariff Law of the People's Republic of China, and the basic principles of international law, and with the approval of the State Council, adjustments will be made to the tariff measures on imports originating from the United States starting at 12:01 p.m. on April 10, 2025. The relevant matters are as follows:
The tariff rate specified in the Announcement of the Customs Tariff Commission of the State Council on Imposing Additional Tariffs on Imports Originating from the United States (Tariff Commission Announcement [2025] No. 4) shall be adjusted from 34% to 84%.
All other matters shall continue to be implemented in accordance with Tariff Commission Announcement [2025] No. 4.

In order to safeguard national sovereignty, security, and development interests, and in accordance with the Foreign Trade Law of the People’s Republic of China, the National Security Law of the People’s Republic of China, the Anti-Foreign Sanctions Law of the People’s Republic of China, and other relevant laws, the Unreliable Entity List Working Mechanism has, pursuant to Articles 2, 8, and 10 of the Provisions on the Unreliable Entity List, decided to add the following six entities to the Unreliable Entity List:

Sierra Nevada Corporation
Cyberlux Corporation
Edge Autonomy Operations LLC
Group W
Hudson Technologies Co.
The following measures shall be imposed on these entities:
Prohibition from engaging in import and export activities related to China;
Prohibition from making new investments within the territory of China.
Matters not covered in this announcement shall be handled in accordance with the Provisions on the Unreliable Entity List.
This announcement shall take effect from 12:01 p.m. on April 10, 2025.

In accordance with the Export Control Law of the People’s Republic of China, the Administrative Regulations on the Export Control of Dual-Use Items, and other relevant laws and regulations, and in order to safeguard national security and interests and fulfill international non-proliferation obligations, it has been decided to include American Photonics and 11 other U.S. entities in the Export Control List (see annex), and to implement the following control measures:
Prohibit the export of dual-use items to the 12 listed U.S. entities. Any ongoing related export activities shall be immediately halted.
In exceptional circumstances where export is necessary, exporters must apply to the Ministry of Commerce for permission.
This announcement shall take effect at 12:01 p.m. on April 10, 2025.
